Is it legal?

Purchasing cannabis seeds for the purpose of collecting them as a souvenir is entirely legal in America, even in states with the most draconian marijuana prohibitions.

Should you sprout them, however, you will need to consult the specific laws of your state to see if you are breaking them.

Currently there are 39 states that have some form of recreational and/or medical allowance: Alaska, Arizona, Arkansas, California, Colorado, Connecticut, Delaware, District of Columbia, Florida, Hawaii, Illinois, Kansas, Louisiana, Maine, Maryland, Massachusetts, Michigan, Minnesota, Mississippi, Missouri, Montana, Nevada, New Hampshire, New Jersey, New Mexico, New York, North Dakota, Ohio, Oklahoma, Oregon, Pennsylvania, Rhode Island, South Carolina, Utah, Vermont, Virginia, Washington, and West Virginia.

For medical usage this does require a MMJ card which is issued by the state once a doctor has recommended the medical need for cannabis.

Some of these states have also legalized marijuana for recreational purposes, however, some of them restrict potency and certain derivative products which are not typically limited to those with a medicinal license.

Age Limits

Many state medical cannabis statutes, like those in Hawaii, do not have age limits when it comes to whom a doctor can furnish with a license, whereas recreational cannabis is strictly for adults, 21 years of age and older.

However, since there are no legal restrictions on the possession of seeds, that would also infer no age restriction on those who would buy them.

That said, seed banks currently air on the side of caution and implement age verification widgets as they are usually required to appease credit card processors willing to deal those types of sales.
